KUTA handed over a memorandum of demand in the name of Chancellor of KU-cum-Governor of Haryana through KU registrar Sanjeev Kumar demanding immediate withdrawal of this letter of state government in the context of universities of the state.
KUTA termed it as an attempt of the state government to attack the autonomy of universities.
KUTA executive members deliberated in length and resolved to share five-points apprehension about the new government policy with the KU Chancellor.
They said that KU is governed by its Act and Statute approved by the Haryana legislative assembly, and accordingly, several bodies including the KU court, executive council (EC), and finance committee (FC) have been given powers to manage the financial matters and to make the policies to run the university. “The government of Haryana orders in question is arbitrary, deft the Act and Statutes of KU and therefore, attract contempt of the legislative assembly as well”, said KUTA president Parmesh Kumar.
Parmesh added that the purpose of the government of Haryana orders is also not clear and how the implementation will benefit the university and its employees.
They said the state government already has its checks and balances on the state universities through their nominees, representatives in university court, EC, and FC, and every penny is being audited by the government-appointed auditors.
KUTA said that the New Education Policy (NEP) 2020 of the Ministry of Human Resources and Development asserts on decentralization of the powers of the educational institutions by strengthening their autonomy. They said the NEP even envisages that the Colleges may be empowered to design their own curriculum, issue degrees, etc. at their own level.
“However, the implementation of HRMS in universities indicated to adversely promote centralization of all university processes at the government level, which is directly contradictory to the NEP 2020 and its vision”, said KUTA.
KUTA president Parmesh Kumar said, “A wrong precedence is being set which will destroy the autonomy of universities and will ruin the academic/research environment and other purposes of establishment of these educational institutions.”
The KU teachers have urged the Haryana governor to look into the orders and ask the concerned officials to withdraw the same towards uploading of employees’ data on the HRMS portal and implementation of an online transfer policy.
